The applicant has not demonstrated any special circumstances for the proposed external modifications to the Victorian Buildings, or for the proposed housing development on the Historic Grade II Listed Garden at Bracken Hill.
The Victorian Estate of Bracken Hill is located within the Green Belt and is also part of the Woodland Conservation Area of Leigh Woods. By virtue of the combined development associated with this estate and its location, the proposal does not fall within the limited categories of development normally considered appropriate within Green Belt and Conservation Areas.
Furthermore, the applicant has not demonstrated that very special circumstances apply, such that the normal presumption against development in the Green Belt and Conservation areas should be overridden. The proposal is therefore contrary to the provisions laid down by Government and of the North Somerset Local Plan; therefore it should NOT be sanctioned.
After almost 50 years of public access and enjoyment of the Grade II listed Garden, at Bracken Hill, it is sad to believe that the public may never see beyond the locked gates again.
FINALLY, IT IS COMMONLY ASSUMED THAT GREEN BELT OPEN SPACES AND CONSERVATION AREAS ARE PROTECTED TO IMPROVE THE QUALIY AND ENJOYMENT OF LIFE FOR EVERYONE.
